Oh yes they can! This driver makes their own rules as they pop up the kerb and stick the handbrake on.
Only taking up half a space, so surely will only have to pay half, right?

I’ve seen a car on same car park ages ago that obviously hadn’t had its handbrake put on, unfortunately that one hit a car
Probably rolled forward from the spaces on the right, handbrake not applied enough. Amazed it mounted the kerb if so, but at least it didn’t hit the other cars. Saw something similar in a car park in Kidderminster last month.
